On-Call Technical Safety Support

Background
The Regional Transit Authority (RTA) is seeking a highly qualified consultant to provide on-call technical safety support. The goal of this contract is to ensure that RTA’s safety and security programs meet federal, state, and local requirements while maintaining best practices in transit safety management. The consultant will work under the direction of the Chief of Safety, Security, and Emergency Management (SSEM) or designee.

Work Details
The consultant will provide services in the following areas:
1. Safety and Security Certification (SSC) support;
2. Risk-Based Inspection (RBI) compliance support;
3. Safety Management System (SMS) documentation and auditing;
4. Technical review and advisory support;
5. Employee Safety Reporting Program (ESRP) technical support;
6. FTA safety regulatory compliance in accordance with relevant CFR parts;
7. Technical safety/security training development and delivery, including in-person, virtual, or computer-based formats.

All deliverables produced under this contract shall belong exclusively to RTA.

Period of Performance
The term of the agreement will be for three (3) years with two (2) one-year renewal options.

Place of Performance
Services will be performed as needed at locations determined by RTA, primarily within the New Orleans area.

Bidder Requirements
This procurement is limited to eligible Small Business Enterprises (SBE), which must have at least 51% ownership by economically disadvantaged individuals whose personal net worth does not exceed $2.047 million. Additionally, businesses must meet annual gross receipts caps as defined by federal regulations.
