ITB - NOAB - Concrete and Asphalt Maintenance

Background
The City of New Orleans, through its Department of Finance and Purchasing Bureau, is issuing this formal Invitation to Bid (ITB) for public works and capital projects. The contract is sponsored by the New Orleans Aviation Board (NOAB) and focuses on the maintenance of concrete and asphalt pavements at the airport. The goal is to ensure safe and efficient operations at the airport by maintaining the integrity of its pavement infrastructure.

Work Details
The contractor will provide concrete and asphalt maintenance services, which include:

1. Removing existing pavement and excavating;
2. Hauling and legally disposing of existing pavement and surplus materials;
3. Constructing new concrete curbs or curbs and gutters;
4. Constructing asphaltic concrete pavement or Portland cement concrete pavement;
5. Replacing concrete sidewalks and driveway aprons;
6. Constructing concrete handicap ramps;
7. Pavement striping.

Work will primarily occur on airfield areas such as runways, taxiways, and aprons (AIRSIDE), but also includes other NOAB properties outside the fence line (LANDSIDE).

Period of Performance
The contract is a two-year requirements contract for both concrete and asphaltic concrete repair services, with work initiated upon written purchase orders from the City.

Place of Performance
Work will be performed primarily at Louis Armstrong New Orleans International Airport, including both AIRSIDE (runways, taxiways) and LANDSIDE (cargo roads, access roads).

Bidder Requirements
Bidders must have a Louisiana Contractor's License for relevant classifications including Highways, Streets & Bridges, Municipal and Public Works Construction, Building Construction. A DBE goal of 37.09% applies to this project. Bidders are required to submit a bid bond or security in an amount not less than five percent (5%) of the bid amount. Additionally, bidders must comply with all applicable federal and state laws, municipal ordinances, and regulations.
