Human Resources Information System (HRIS) Software Procurement

Background
The Calcasieu Parish Police Jury is seeking proposals for a Human Resources Information System (HRIS) Software to enhance its human resources operations. The goal of this RFP is to contract with a vendor capable of providing software, services, and support in a professional and timely manner. The HR department serves all Parish departments and various Special Service Districts, managing approximately 1,640 employees.

The Parish aims to streamline its HR processes by consolidating multiple software systems into a single solution.

Work Details
The selected vendor will provide an HRIS software package that includes the following functionalities:
1) Centralized applicant tracking system for sourcing, recruiting, interviewing, and hiring candidates;
2) Onboarding system for processing new hires;
3) Maintenance of complete employee profile records;
4) Development of workflow operations for processing employee transactions;
5) Role-based access control;
6) Reporting analytics;
7) Customizable dashboards for departmental data;
8) Workflow management across multiple users/departments;
9) Employee self-service options;
10) Long-term data storage (100+ years);
11) Technical support during the contract period;
12) Multi-device accessibility;
13) Integration with existing systems (Tyler Technology’s MUNIS, UKG Pro Workforce Management, Laserfiche, NeoGov);
14) Migration of approximately 20 years of historical data from current systems. Note: Payroll functions are excluded from this RFP.

Period of Performance
The initial contract term will be one year, commencing upon execution of the agreement. The vendor is expected to begin performance within thirty days after receiving the work order and complete the project within the agreed timeframe. Automatic renewals for additional one-year terms will occur unless either party provides a written notice at least 180 days prior to the end of the term.

Place of Performance
The services will be performed at locations specified by the Calcasieu Parish Police Jury in Lake Charles, Louisiana.

Bidder Requirements
Vendors must have been in business for at least five years and demonstrate experience with similar HRIS projects. They must provide references from past clients and details regarding their capacity to perform the required services. Vendors are required to comply with insurance requirements specified in the RFP, including cybersecurity training during the contract term.
