Background
The Louisiana Department of Transportation and Development (DOTD) is issuing this solicitation for the purpose of establishing an annual contract to furnish Finished Manual on Uniform Traffic Control Devices (MUTCD) and Louisiana Specific Traffic Control Signs.
The goal of this contract is to ensure the availability of necessary traffic control signage that meets state and federal standards, thereby enhancing road safety and compliance with regulations.
Work Details
The contractor will be responsible for providing Finished MUTCD and Louisiana Specific Traffic Control Signs for a period of twelve (12) months from the date of award.
The artwork for all Louisiana Specific Signs will be provided to the successful bidder upon award, and any special design artwork must be approved by the DOTD Statewide Signs Engineer prior to initial production.
The contract may be extended for two additional twelve-month periods at the same prices, not exceeding a total of thirty-six months. The contractor must maintain an ongoing quality control program that includes compliance with MUTCD standards, preproduction and post-production material inspections, quality control checkpoints at each stage of manufacturing, and finished product inspections.
All signs must conform to specifications outlined in the Traffic Control Sign Specification document revised on 07/29/2025, including adherence to the Approved Materials Lists (AML) for reflective sheeting types IV, VIII, and XI.
Period of Performance
The contract will commence upon award and will last for twelve (12) months, with options to extend for two additional twelve-month periods based on mutual agreement.
Place of Performance
The contractor will deliver traffic control signs to various Districts/Sections as specified in the Delivery & Contact Information document included in the solicitation.
Deliveries are required across locations managed by the Louisiana Department of Transportation and Development.
Bidder Requirements
Bidders must be registered with LaPac prior to bid submission. They should comply with all applicable federal and state laws regarding civil rights, including Title VI and VII of the Civil Rights Act. Additionally, bidders must certify that they are not suspended or debarred by GSA.
