Background
The Louisiana Department of Transportation and Development (DOTD) is seeking to establish an annual contract for the accreditation of all LA DOTD District Laboratories and the Independent Assurance (IA) Laboratory. This initiative aims to ensure compliance with AASHTO R18 requirements as mandated by the Federal Highway Administration, thereby enhancing the quality and reliability of materials testing conducted by these laboratories.
Work Details
The contractor will provide accreditation assessments for the following laboratories:
1. District 02 Laboratory located at 1440 US Hwy 90, Bridge City, LA 70094.
2. District 03 Laboratory located at 428 Hugh Wallis Rd, Lafayette, LA 70508.
3. District 04 Laboratory located at 3339 Industrial Drive, Bossier City, LA 71112.
4. District 05 Laboratory located at 8010 Desiard, Monroe, LA 71203.
5. District 07 Laboratory located at 5827 Hwy 90 East, Lake Charles, LA 70615.
6. District 08 Laboratory located at 3300 MacArthur Dr., Alexandria, LA 71301.
7. District 58 Laboratory located at 6217 Hwy 15, Chase LA 71324.
8. District 61 Laboratory located at 8100 Airline Hwy, Baton Rouge, LA 70815.
9. District 62 Laboratory located at 685 N. Morrison Blvd., Hammond, LA 70401.
10. Independent Assurance (IA) Laboratory located at Materials & Testing Section, 5080 Florida Blvd., Baton Rouge, LA 70806.
The contractor must supply all proficiency samples necessary for proper accreditation and must be a nationally recognized accrediting body capable of producing documentation based on assessment results in compliance with AASHTO R18.
Period of Performance
The contract will be effective for a period of twelve (12) months beginning September 1, 2025 or from the date of award if later. There is an option to extend the contract for two additional twelve-month periods under the same terms and conditions.
Place of Performance
Accreditation assessments will be performed at various locations across Louisiana including laboratories in Bridge City, Lafayette, Bossier City, Monroe, Lake Charles, Alexandria, Chase, Baton Rouge, and Hammond.

Bidders must be registered with the Louisiana Secretary of State prior to award and must comply with all applicable federal and state laws including insurance requirements as specified in the solicitation. The contractor must also adhere to civil rights laws and ensure compliance with accessibility standards.
