Background
The Beauregard Parish Sheriff’s Office (BPSO) is seeking statements of qualifications and proposals from qualified firms to provide Disaster Recovery Consulting Services. The goal of this RFQ is to expedite financial recovery and mitigation through FEMA's Public Assistance Programs and other federal and state programs, ensuring compliance with all applicable laws while minimizing future disaster impacts. The selection process will adhere to Title 2 Code of Federal Regulations (CFR) 200.
Work Details
The selected firm will provide a range of services including:
1. FEMA Public Assistance Advisory Services: Develop processes for BPSO to prepare and submit FEMA PA program documentation, including procurement, payroll, and grant submission support. Attend meetings with FEMA and other representatives, identify risks that could affect reimbursement.
2. Financial, Payroll, and Grant Management: Ensure compliance with laws for maximizing reimbursements for eligible disaster expenditures. Assist in capturing force account labor and equipment expenses accurately.
3. Procurement and Contract Management: Ensure compliance with procurement processes as required by FEMA and assist in contract monitoring.
4. Information Technology & Data Management: Develop IT solutions to support disaster recovery management.
5. Insurance and Other Funding Support: Review insurance coverage for reimbursement processes and identify additional funding opportunities.
6. Hazard Mitigation Support: Assist in developing hazard mitigation programs to reduce future risks.
7. Emergency Management Support Services: Provide expertise related to post-disaster recovery continuity of operations.
Period of Performance
The contract is intended for a one-year term with options for two additional one-year renewals.
Place of Performance
Services will be performed at the Beauregard Parish Sheriff’s Office located at 120 South Stewart Street, DeRidder, LA 70634.
Bidder Requirements
Respondents must provide a list of proposed subcontractors if applicable, along with their credentials. They must also demonstrate compliance with licensing requirements in Louisiana, provide proof of liability insurance, maintain a drug-free workplace policy, and submit various affidavits regarding solvency and conflict of interest.
