Description

It is the intent of the City of Alexandria, Louisiana to secure price proposals for services related to the Overhaul/Maintenance for four (4) Wartsila Engines at the City's D.G. Hunter Electrical Power Plant Phase II - Units 5, 6, 7, & 8 - 2025. The COA is seeking overhaul services for Engines 5, 6, 7, and 8 units from qualified and experienced vendors familiar with W rtsil 20V34SG RICEgenerator sets for the combined 8,000, 12,000, and 16,000 Running Hours Maintenance Service described in the W rtsil Operations and Maintenance (O&M) manuals.
Background
The City of Alexandria, Louisiana (COA) intends to secure price proposals for overhaul and maintenance services for four (4) Wartsila Engines (Units 5, 6, 7, and 8) at the D.G. Hunter Electrical Power Plant. The COA is seeking qualified vendors experienced with Wärtsilä 20V34SG RICE generator sets for combined maintenance services as outlined in the Wärtsilä Operations and Maintenance manuals. The engines have exceeded 16,000 hours of operation and require extensive servicing to ensure continued reliability.

Work Details
The contractor will perform overhaul services on Engines 5, 6, 7, and 8 from October 1, 2025, through February 28, 2026. Key tasks include:
- Mobilization and demobilization of equipment.
- On-site maintenance services including cylinder head overhauls, turbo charger inspections, lube oil cooler overhauls, and main bearing replacements.
- Off-site shop work as needed.
- Provision of engine-specific tools and calibration support.
- Coordination with COA personnel for lock-out/tag-out (LOTO) procedures.
- Completion of post-overhaul operational testing as per Wartsila guidelines.
- Delivery of a comprehensive Service Work Report detailing all measurements taken during service along with recommendations for future maintenance.

Period of Performance
The period of performance is from October 1, 2025 to February 28, 2026. Mobilization may occur prior to this date with demobilization allowed after the contract period ends.

Place of Performance
All work will be conducted at the D.G. Hunter Electrical Power Plant located at 1011 North 3rd Street, Alexandria, Louisiana.

Bidder Requirements
Proposers must have performed maintenance on at least ten (10) Wartsila 20V34SG engines and provide references from at least three separate owners. Proposers are required to maintain comprehensive insurance coverage including Workers' Compensation and General Liability insurance with specified minimum limits.
