Background
The City of Kenner is seeking to engage a qualified consulting firm to conduct a comprehensive classification and salary plan study aimed at evaluating and modernizing its current classification and salary structure. This initiative is essential for maintaining a competitive, equitable, and fiscally responsible workforce that aligns with current trends.
The study will address evolving workforce needs, reassess job classifications, assigned duties, and salary levels to ensure appropriate classification, equity, growth opportunities, and market competitiveness while complying with civil service rules and labor laws.
Work Details
The selected consultant will be expected to perform the following services:
- Conduct a comprehensive review of the current classification system (including job descriptions, class specifications, and organizational structure).
- Evaluate the existing compensation plan (including pay ranges and internal equity).
- Perform a market analysis and salary survey using comparable public sector organizations.
- Identify issues related to pay compression, pay equity, recruitment, and retention challenges.
- Recommend updates to the classification plan and compensation structure consistent with best practices.
- Provide implementation strategies (including cost analysis and phased approaches).
- Provide monthly updates on all progress and challenges.
A written logistics plan specific to the City of Kenner identifying vendor resources required for timely service establishment is also required.
Period of Performance
The initial term of the contract will be for six (6) months from execution date, with an option to extend for an additional six (6) months for a total of twelve (12) months. Month-to-month extensions may also be agreed upon pending new solicitation or RFP process.
Place of Performance
Services are to be performed at the City of Kenner Civil Service Department located at 1803 Williams Blvd., 2nd floor, Kenner, Louisiana 70062, as well as any other locations deemed necessary by the City.

Proposers must demonstrate qualifications in municipal or civil service classification and compensation studies. They should provide a description of their methodology, proposed timeline with project milestones, project team qualifications, references from similar completed projects, financial stability information (including financial statements), and a fee proposal detailing costs associated with the services outlined in this RFP.
