Background
The Louisiana Department of Children and Family Services (DCFS) is issuing this Request for Information (RFI) to identify provider interest and capacity to operate a Community Pathways Network (CPN) within one or more of DCFS’s nine regions across Louisiana beginning July 1, 2026.
The goal is to enhance the stability and well-being of children and families involved with DCFS through comprehensive family preservation/stabilization, prevention/early intervention, caregiver support, reunification/post-permanency support, wraparound care/case progression, and youth development services. This RFI aims to gather information about organizations' capabilities, service delivery models, partnerships, and capacity to meet outlined service needs.
Work Details
The CPN will provide the following services:
1. Family Preservation and Stabilization Services: Intensive in-home crisis intervention, parenting education, short-term counseling, safety planning, and concrete supports like housing assistance.
2. Prevention and Early Intervention: Community center activities, mental health counseling, substance use recovery support.
3. Caregiver Services: Recruitment and training of foster caregivers, respite services, peer mentoring programs.
4. Wraparound Care and Case Progression: Holistic assessments, engagement of caregivers in decision-making, connection to community services.
5. Reunification and Post Permanency Support: Planned visitation support, family counseling/therapy, intensive in-home services post-reunification.
6. Youth Development: Individualized transition plans for youth including coaching on self-advocacy and life skills support.
Period of Performance
The contract will commence on July 1, 2026.
Place of Performance
Services will be provided across one or more of DCFS’s nine regions in Louisiana.
Bidder Requirements
Responders must demonstrate experience with similar programs/services for comparable entities; provide a corporate background; outline their approach/methodology; submit a pricing model reflecting operating costs; ensure compliance with Medicaid requirements if applicable; maintain confidentiality as per HIPAA regulations.
