Background
The City of New Orleans is seeking proposals to facilitate auctions for its inventory of ad valorem tax adjudicated properties. Work Details
The contractor will be responsible for:
1. Tax Sale Services:
A. Coordinating with City representatives to identify properties with delinquent ad valorem taxes, estimated at 40,000 accounts per tax year.
B. Preparing and sending letters via first-class mail to property owners regarding delinquent taxes, ensuring compliance with all applicable laws.
C. Conducting follow-up calls to owners of record, documenting all communications for City access.
D. Responding promptly to inquiries from property owners regarding tax collection notices and maintaining digital records of these communications.
E. Keeping accurate digital records of all correspondence related to the services provided, available for inspection by the City.
F. Managing collection activities and maintaining adequate records of delinquent accounts.
G. Conducting an annual online tax sale in accordance with statutory requirements.
H. Providing access to a cloud-based software application for maintaining digitized records of all mailings and communications related to the services provided, including recordings of calls.
I. Meeting with City representatives as necessary regarding collections and litigation status.
J. Maintaining records of tasks performed per the City's requirements and providing recommendations for resolving delinquencies.
Period of Performance
The contract will commence upon execution and will continue through the completion of the auction process, which may vary based on the number of properties involved.
Place of Performance
Services will be performed within Orleans Parish, Louisiana.
Bidder Requirements
Respondents must comply with the City's Disadvantaged Business Enterprise (DBE) program, which includes a DBE contract goal of 35%. Respondents are encouraged to include certified minority-owned businesses as subcontractors or partners in their proposals.
