ADA Paratransit Eligibility Assessment

Background
The New Orleans Regional Transit Authority (RTA) is soliciting proposals from qualified firms to provide Paratransit Eligibility Assessment (PEA) Services in support of RTA’s complementary paratransit program, which operates in accordance with the Americans with Disabilities Act (ADA).

The goal is to secure a highly qualified contractor to administer, manage, and perform in-person ADA-compliant paratransit eligibility assessments for new applicants and existing riders requiring recertification. This initiative aims to ensure that eligibility determinations are consistent with federal regulations and based on functional, cognitive, and visual assessments.

Work Details
The contractor will provide the following services:
- Conduct in-person ADA-compliant paratransit eligibility assessments for new applicants.
- Perform recertification assessments for existing riders.
- Ensure compliance with federal regulations regarding eligibility determinations.
- Utilize functional, cognitive, and visual assessments as part of the evaluation process.

The contractor must demonstrate experience with similar projects and provide a detailed work plan outlining their approach to delivering these services.

Period of Performance
The contract period will be defined in the contract agreement following the award of the proposal. Proposals must be submitted by September 2, 2025.

Place of Performance
Services will be performed within Orleans Parish, Louisiana.

Bidder Requirements
No Disadvantaged Business Enterprise (DBE) goal has been established for this project as there are no subcontracting opportunities. However, all proposers must comply with applicable federal, state, and local laws regarding nondiscrimination. Proposers must also submit a Non-Collusion Affidavit and a Participant Information Form as part of their proposal.
