Western State/Central State Hospital Foodservice Management

Background
The Commonwealth of Kentucky is issuing a Request for Proposal (RFP) for foodservice management at Western State Hospital and Central State Hospital.
The goal is to solicit proposals for competitive negotiations to provide food service operations that meet the needs of the facilities, which include a psychiatric inpatient hospital and a nursing facility.
The Department for Behavioral Health, Developmental and Intellectual Disabilities seeks vendors who can manage food services effectively while adhering to health regulations and standards.

Work Details
The contractor will provide comprehensive food service operations, including:
1. Management of food services at both Western State Hospital (WSH) and Central State Hospital (CSH), serving approximately 22,140 meals per month across three meals and three snacks daily.
2. Compliance with nutrition standards as per federal regulations (7 CFR 210.10, 220.8, 42 CFR 482.28, and 42 CFR 483.60).
3. A rotating menu cycle of twenty-one days for Fall/Winter and Spring/Summer, accommodating special dietary needs as required by patients.
4. Provision of all necessary personnel including cooks, dishwashers, servers, and registered dietitians.
5. Maintenance of kitchen equipment provided by WSH and adherence to sanitation standards.
6. Preparation of holiday meals for Easter, Thanksgiving, and Christmas.
7. Management of supplies including disposable products like cups, plates, utensils, etc., with specific monthly quantities outlined.
8. Implementation of a quality control program to ensure compliance with health standards.

Period of Performance
The contract period will commence upon award and is expected to last through the operational needs of the facilities as determined by the Commonwealth.

Food service operations will be conducted at Western State Hospital located at 2400 Russellville Road, Hopkinsville, KY 42240
and Central State Hospital located at 10510 La Grange Rd, Louisville, KY 40223.
