Security and Surveillance HW, SW, Systems and Services

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) on behalf of the Commonwealth Office of Technology (COT). The COT serves as the central information technology agency for the Commonwealth, providing technology leadership and solutions to Executive Branch agencies. The goal of this contract is to award up to two contracts for security and surveillance hardware, software, systems, and services that will enhance the operational efficiency and security of government operations.

Work Details
The vendor shall provide a comprehensive range of security and surveillance hardware, software, systems, and services including but not limited to:
- Turnkey solutions
- Video management systems
- Access control systems
- Visitor management systems
- Door locks and closures
- Monitoring systems
- Installation and configuration
- Warranty services
- Integration support
- Training and maintenance.

All components must be new unless otherwise approved by COT. The vendor must guarantee 99% uptime and provide support for existing systems as outlined in Attachment G. Additional systems may include alarm systems, building automation systems, command center systems, CCTV/surveillance camera systems among others. The vendor must use certified technicians for all services and ensure compliance with all necessary permits.

Period of Performance
The contract will commence upon execution and is expected to continue until all deliverables are met as specified in the RFP. Specific timelines for installation and completion will be detailed in individual Statements of Work (SOW) provided by the vendor.

Place of Performance
The services will be performed statewide across various locations as designated by the Commonwealth Office of Technology (COT) for all state agencies.

Bidder Requirements
Vendors must be authorized distributors/resellers of the proposed products/services with at least three years of relevant experience. They must provide a transmittal letter with their proposal submission along with a mandatory requirements checklist. Vendors are required to maintain appropriate insurance coverage and bonding as specified in the RFP. Background checks may be required for vendor staff accessing Commonwealth facilities.
