RFP-859 Architect CHFS KCPC Replacement Facility

Background
The Commonwealth of Kentucky, through its Finance and Administration Cabinet, Department for Facilities & Support Services, is seeking the services of an Architect/Engineer (A/E) for the development and construction of a project referred to as RFP-859. This project aims to replace the existing facility for the Kentucky Cabinet for Health and Family Services (CHFS).

The Owner is represented by the Division of Engineering and Contract Administration, which oversees the contract and project execution.

Work Details
The Architect/Engineer will provide comprehensive architectural and engineering services throughout various phases of the project. The services include:

1. **Phase A - Schematic Design**: Preparation of schematic design drawings, outline specifications, and a preliminary evaluation report detailing understanding of project requirements, budget estimates, and compliance with applicable laws.

2. **Phase B - Design Development**: Development of design drawings that include site plans, utilities, floor plans, elevations, sections, structural systems, materials, and finishes along with a realistic cost estimate based on local material prices.

3. **Phase C - Contract Documents**: Creation of complete working drawings and specifications that meet normal accepted standards of architectural or engineering practice. This phase also includes submission of a final anticipated cost estimate based on completed drawings.

4. **Phase D - Construction Administration**: Oversight during construction to ensure compliance with contract documents and addressing any issues that arise during this phase. The Architect/Engineer will also assist in obtaining necessary permits and approvals from governmental authorities.

Period of Performance
The contract will commence upon execution on March 31, 2023, with specific timelines established for each phase including Schematic Design, Design Development, Contract Documents preparation, Bidding/Award process, Construction Administration, and Warranty Period/LEED Certification.

Place of Performance
The work will primarily take place in Frankfort, Kentucky at the site designated by the Owner for the replacement facility.
