Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Division of Engineering and Contract Administration, is issuing this Request for Proposal (RFP) for the Methane Emission Reduction Program (MERP) 3. Work Details
The contractor will be responsible for the reclamation of abandoned storage tank sites and orphan wells in the specified counties. This includes:
1. Plugging orphan wells according to state regulations.
2. Remediation of contaminated sites resulting from previous oil and gas operations.
3. Mobilization of necessary equipment for gas detection, drilling, cementing, and site reclamation.
4. Development of a comprehensive project work plan detailing tasks, schedules, staffing, equipment mobilization plans, cement batch plant plans (if applicable), spillage prevention strategies, and reclamation approaches.
5. Compliance with all applicable laws and regulations throughout the project duration.
Period of Performance
The contract period will commence upon award with substantial completion required within 365 calendar days. Final completion is expected one year after substantial completion.
Place of Performance
Reclamation activities will take place in Warren, Barren, Grayson, and Henderson Counties in Kentucky.
Bidder Requirements
Bidders must provide a signed face of solicitation, latest addendum acknowledgment, a proposed cost proposal uploaded to the Commonwealth’s eProcurement system by the closing date,
a completed annual affidavit for bidders,
a transmittal letter on company letterhead signed by an authorized agent,
a Kentucky Tax Registration Application (Form 10A100),
a certificate of authority from the Secretary of State if applicable (for foreign entities),
and evidence of bonding as specified in the solicitation.
