RFP-234-25 Design Build KSU Greenhouse NSF Grant Frankfort

Background
The Commonwealth of Kentucky, through the Department for Facilities and Support Services, is issuing this Request for Proposal (RFP-234-25) for Design-Build Services for the KSU Greenhouse project funded by an NSF Grant.

The project aims to construct a modern greenhouse facility at Kentucky State University (KSU) in Frankfort, Kentucky, to support four agricultural programs and enhance outreach efforts in K-12 education and agricultural extension. This initiative addresses the need for updated infrastructure to foster hands-on learning, research, and sustainable farming practices. Ultimately, it will benefit students, faculty, and the community by promoting agricultural education and innovation.

Work Details
The scope of work includes:
1. **Demolition and Site Preparation**: Demolish two existing greenhouses; prepare the site including grading for proper drainage and erosion control; ensure compliance with environmental standards.

2. **Greenhouse Construction**: Build a two-bay pre-engineered greenhouse measuring 60 feet wide by 96 feet long with twin-wall polycarbonate covering. The structure will include:
- Heavy-duty triple-galvanized steel columns with concrete anchors.
- A full-height center wall for pest control between bays.
- Aluminum doors (two double-hung doors 4' x 8' and three single-hung doors 3' x 7').

3. **Foundations**: Construct foundations including footings and a gravel floor designed to support agricultural equipment.

4. **Heating System**: Install natural gas heating systems with necessary piping, exhaust venting, and safety features.

5. **Ventilation Systems**: Include horizontal airflow fans (12 units), exhaust fans (4 units), peak exhaust fans (2 units), motorized end vent packages (2 units), evaporative cooling systems (2 units), reflective shade systems (2 units), and insect screen kits.

6. **Electrical Work**: Provide a new three-phase electrical service with a minimum 400A panel; install necessary wiring for lighting systems; ensure compliance with wet environment standards.

7. **Coordination with Owner's Equipment**: Ensure all installations accommodate future agricultural equipment as per the Owner's plans.

Period of Performance
The project is expected to be substantially completed within sixty (60) calendar days from the start date, with final completion required within thirty (30) calendar days thereafter.

Place of Performance
The work will be performed at Kentucky State University located in Frankfort, Kentucky.

Bidder Requirements
Bidders must be licensed/registered in the Commonwealth of Kentucky. They are required to submit performance and payment bonds along with an insurance certificate within 48 hours after receiving the Notice of Intent to Award.
