Background
The Commonwealth of Kentucky is issuing this Request for Proposal (RFP) to establish a Personal Service Contract for qualified Minimum Data Set (MDS) Coordinator services at the Carl M. Brashear Radcliff Veterans Center (CMBRVC) located in Radcliff, Kentucky.
The purpose of this contract is to provide auditing services related to regulatory compliance, MDS’s and care planning, billing and reimbursement accuracy for the Kentucky Department of Veterans Affairs (KDVA) and its Veterans Centers.
Work Details
The vendor will provide licensed Registered Nurse (RN) services authorized by the Commonwealth of Kentucky or recognized reciprocal state board. Responsibilities include: maintaining current credentials, providing two work references, drug test results, background checks, tuberculosis test results, and maintaining a current listing of clinical staff.
The vendor must comply with HIPAA regulations regarding Protected Health Information (PHI), maintain medical malpractice insurance, adhere to vaccination regulations, and follow facility policies on mandatory training. Vendor staff will be subject to random drug testing and must complete credentialing paperwork per VA guidelines. The MDS Coordinator will assist in developing care plans, managing assessment calendars, completing MDS Nursing Sections, conducting training for facility personnel, and ensuring compliance with federal and state regulations.
Period of Performance
The initial term of the contract is anticipated from January 20, 2025 through June 30, 2026. The Commonwealth reserves the right to renew the contract for up to two additional two-year periods.

Bidder Requirements
Bidders must hold a Registered Nursing License and CPR certification. They must provide proof of registration with the Secretary of State if a foreign entity. Additionally, bidders must submit required affidavits for bidders or offerors claiming resident bidder status or qualified bidder status as applicable.
