Public Relations, Advertising & Marketing Service

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) to solicit proposals for public relations, advertising, and marketing services. The goal is to provide these services to all state agencies on an as-needed basis, ensuring effective communication with the public regarding various projects and initiatives.

The Commonwealth aims to award up to five contracts, including one to a boutique firm, emphasizing competitive quotes for campaigns or projects exceeding $250,000.

Work Details
The selected vendor will be responsible for:

1. Providing public relations, advertising, and marketing services for various projects.
2. Developing content for marketing and advertising including digital/print ads, TV and radio commercials, and paid social media videos/ads.
3. Creating strategic campaigns targeting specific audiences using marketing research and analytics.
4. Coordinating marketing placements in state, local, and international media markets as well as managing paid social media campaigns.
5. Producing digital content such as videography, photography, graphic design, web design, and podcasting.
6. Developing communications strategies and identifying spokespersons for public relations opportunities.

Period of Performance
The contract will commence upon award and is expected to last until the completion of the required services or until terminated by either party according to the terms outlined in the contract.

Place of Performance
Services will be performed primarily within the Commonwealth of Kentucky but may also involve coordination with national or international media markets as needed.
