Background
The Commonwealth of Kentucky, through the Kentucky Department of Veterans Affairs, is issuing this Request for Proposal (RFP) for Medical Laboratory Services to support the residents of the Paul E Patton Eastern Kentucky Veterans Center (EKVC), a 120-bed long-term care skilled nursing center located in Hazard, KY.

The goal of this contract is to provide essential laboratory services that comply with federal and state regulations, ensuring quality care for veterans.

Work Details
The contractor will provide comprehensive medical laboratory services which include: collection of samples, pick-up of specimens, submission of test results to EKVC via integration with the PointClickCare electronic medical record platform, and compliance with all relevant laws and regulations.

Services must be available to all residents without discrimination. The vendor is responsible for providing orientation in-services related to laboratory services and ensuring that all personnel undergo mandatory background checks as per OBRA regulations. Additionally, the vendor will handle billing for tests under Medicare Part B or private insurance, ensuring no charges are passed on to EKVC residents.

A schedule for phlebotomy services and specimen pickup must be provided, including availability for unscheduled pickups seven days a week. All test results must be reported within specified timeframes, including immediate notification for critical 'panic' levels.

Period of Performance
The initial term of the contract is anticipated to be from July 1, 2026, through June 30, 2028. The Commonwealth reserves the right to renew this contract for up to two additional two-year periods.

Place of Performance
The services will be performed at the Paul E Patton Eastern Kentucky Veterans Center located at 200 Veterans Drive, Hazard, KY 41701.

Bidder Requirements
Bidders must provide proof of current CLIA Laboratory certification and registration as a business with the Kentucky Secretary of State. They must also demonstrate their ability to integrate with PointClickCare for bi-directional orders and results.

Vendors are required to maintain appropriate insurance coverage including Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate. Professional Liability Insurance is also required with a minimum limit of $1 million per claim.
