KY911 Statewide ESInet & NGCS Services RFP

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) on behalf of the Kentucky Office of Homeland Security 911 Services Board (KY911).

The purpose of this RFP is to solicit proposals for a vendor to acquire, implement, maintain, and operate a Statewide Emergency Services IP Network (ESInet) and Next Generation Core Services (NGCS) solution. This initiative aims to secure Next Generation 911 (NG911) services across the Commonwealth, providing IP connectivity to all certified Public Safety Answering Points (PSAPs) and ensuring interoperability with adjacent states' NG911 solutions.

Work Details
The vendor will be responsible for delivering a standards-compliant ESInet and NGCS that includes:
- Implementation of a NENA i3-capable routing system.
- Support for real-time traffic including data, audio, and video with TCP/IP connections secured by Transport Layer Security (TLS).
- A comprehensive security plan covering physical locations and network architecture.
- Development of a Master Project Plan within 60 days post-award.
- Training plans for KY911 staff on various tools and procedures.
- A detailed migration plan ensuring non-service-affecting transitions from current systems to the new NG9-1-1 system.
- Regular progress reports detailing installation progress, testing phases, and issue tracking.
- Compliance with various industry standards including those from APCO, NENA, TIA, and others as specified in the RFP.

Period of Performance
The contract will commence upon award and is expected to follow a defined timeline outlined in the RFP activities schedule. This schedule includes proposal submission deadlines and project milestones leading up to full implementation.

Place of Performance
The services will be performed throughout the Commonwealth of Kentucky at all certified PSAP locations.
