Kentucky Analytics Platform Solution (KAPS)

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Cabinet for Health and Family Services (CHFS), is seeking proposals for a comprehensive analytics and research platform solution. The goal is to enhance data-driven decision-making and support program evaluation across various health and human services initiatives. CHFS aims to protect and promote the health and well-being of all Kentuckians, utilizing a cloud-based, user-friendly, HIPAA-compliant Software as a Service (SaaS) solution that integrates multiple datasets for robust analytics.

Work Details
The Vendor will provide a cloud-hosted analytics platform that includes:
- Integration of structured, semi-structured, and unstructured data from various sources.
- Development of a longitudinal health record for individuals using a Master Client Index (MCI).
- Tools for monitoring Social Determinants of Health (SDOH) and Population Health Management (PHM).
- Support for crossover queries between databases, monthly data refreshes, role-based access control, and data marts creation.
- Implementation of business intelligence tools for ad-hoc queries, predefined reports, dashboards, geospatial mapping, statistical analysis, clinical analysis, predictive analytics, and HEDIS reporting.
- Maintenance of data quality and integrity throughout the contract duration.
- Training for CHFS staff on the new system functionalities.

Period of Performance
The contract period is expected to commence upon award with specific milestones including pre-production setup, integration and configuration phases, testing phases, training sessions, implementation phases, and ongoing operations support. The exact timeline will be defined in the project work plan.

Place of Performance
The services will be performed within the Commonwealth of Kentucky. The Vendor must ensure compliance with local regulations and standards throughout the project.

Bidder Requirements
Vendors must demonstrate a proven history with government cloud-based solutions capable of handling large dataset analyses. They are required to hold Cyber Insurance policies and a performance bond covering cybersecurity breaches. Vendors must comply with Kentucky’s data breach notification laws and provide security plans that meet CHFS standards. Additionally, vendors should have experience in managing master reference data through Master Data Management (MDM) systems.
