KEHP Health Insurance-Transparency Services

Background
The Commonwealth of Kentucky is issuing this Request for Proposal (RFP) on behalf of the Personnel Cabinet, Department of Employee Insurance (DEI) to establish a Master Agreement for KEHP Health Insurance-Transparency Services.

The Kentucky Employees’ Health Plan (KEHP) provides health insurance benefits to employees and pre-age-65 retirees of the Commonwealth, including their spouses and dependents. The plan aims to enhance healthcare decision-making by providing cost transparency and quality comparisons among healthcare providers.

Work Details
The selected vendor will provide medical care and in-network provider cost transparency services starting January 1, 2026. Key responsibilities include:
1. Providing tools for KEHP members to access medical care and provider cost information, enabling informed healthcare choices.
2. Offering quality comparisons between healthcare providers, including outcome measurements and safety metrics.
3. Tracking members' healthcare choices based on claims data and providing incentives for selecting higher-value care.
4. Ensuring compliance with HIPAA regulations and other applicable laws.
5. Delivering accessible information through various platforms such as a website or mobile app.
6. Conducting reporting on plan management, utilization, performance, and other metrics as requested by DEI.
7. Providing training and support for DEI staff as needed.

Period of Performance
The contract will commence on January 1, 2026.

Place of Performance
Services will be performed primarily in Frankfort, Kentucky, at the Office of Administrative Services.
