Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) on behalf of the Kentucky Communications Network Authority (KCNA).
The purpose of this RFP is to solicit proposals for competitive negotiations to lease middle-mile fiber optic cable. The goal is to expand broadband access across the Commonwealth by leveraging excess fiber capacity on the KentuckyWired network, which connects all 120 counties in Kentucky. This initiative aims to enhance connectivity for public agencies and promote economic development while ensuring fair access to multiple service providers.
Work Details
The selected vendor will be responsible for leasing Dark Fiber Services and/or Lit Fiber Services to Internet Service Providers (ISPs) in Kentucky. The vendor must focus on leasing dark fiber and ensure non-discriminatory agreements with ISPs. Specific responsibilities include:
A. Leasing dark and/or lit fiber services using KCNA’s infrastructure.
B. Charging non-recurring fees for construction and monthly maintenance fees.
C. Relying on KWOC for network services provision.
D. Charging transport fees.
E. Managing the construction and maintenance of any additional fiber or equipment installed for service delivery.
F. Complying with the Service Level Agreement as outlined in Attachment I.
Period of Performance
The initial term of the contract will be four (4) years from the effective date of award, with options to renew for three (3) additional two-year periods upon mutual agreement.
Place of Performance
The contract will be performed throughout the Commonwealth of Kentucky, specifically utilizing the infrastructure of the KentuckyWired network.
Bidder Requirements
Vendors must comply with various requirements including: registration with the Secretary of State if a foreign entity, submission of a Kentucky Tax Registration Application, adherence to confidentiality provisions, and compliance with all applicable laws and regulations related to procurement and telecommunications services.
