Background
The Commonwealth of Kentucky's Cabinet for Health and Family Services (CHFS), specifically the Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID), is issuing this Request for Proposal (RFP) to secure Pharmacy Management Services for residents/patients in state-owned facilities.
The goal is to maintain compliance with federal and state regulations while improving service delivery for individuals with behavioral, intellectual, or developmental disabilities.
Work Details
The contractor will provide comprehensive Pharmacy Management Services at various DBHDID facilities, including Central State Hospital, Kentucky Correctional Psychiatric Center, and Western State Hospital/Western State Nursing Facility. Responsibilities include:
1. Management of hospital pharmacy services.
2. Staffing with qualified personnel including a Pharmacy Director, pharmacists, pharmacy technicians, and billing clerks.
3. Compliance with all relevant laws and regulations including HIPAA and KRS 315.
4. Daily operations including procurement of medications, filling prescriptions 24/7, maintaining inventory control, and conducting drug utilization reviews.
5. Providing pharmacy-related consultation to DBHDID and other CHFS agencies as needed.
6. Participation in various committees related to medication management and quality assurance.
Period of Performance
The contract will commence upon award and is expected to continue through fiscal years 2027 and 2028.
Place of Performance
Services will be performed at the following locations:
- Central State Hospital, 10510 LaGrange Road, Louisville, KY 40223
- Kentucky Correctional Psychiatric Center, 1612 Dawkins Road, LaGrange, KY 40031
- Western State Hospital/Western State Nursing Facility, 2400 Russellville Road, Hopkinsville, KY 42241-2200.
Bidder Requirements
Bidders must demonstrate previous experience in providing pharmacy services in a hospital setting for individuals with behavioral health issues. They must comply with specific staffing requirements including licensed pharmacists with relevant experience and certifications.
