Description
Background
The Kentucky Transportation Cabinet (KYTC) has issued this Request for Proposal (RFP) for the Commonwealth of Kentucky’s Electric Vehicle (EV) Charging Program. The purpose of this RFP is to solicit proposals from qualified entities to design, build, operate, and maintain Direct Current Fast Charging (DCFC) Electric Vehicle Supply Equipment Stations (EVSE Stations) at various locations across the Commonwealth.
This initiative is part of a broader effort to develop an interconnected network of EV charging infrastructure in alignment with the National Electric Vehicle Infrastructure Formula Program (NEVI). The program aims to strategically deploy 500,000 EV chargers by 2030 as mandated by the Infrastructure Investment and Jobs Act (IIJA). KYTC's goals include attracting multiple experienced Proposers, ensuring compliance with federal standards, and achieving a sustainable EV network that promotes clean air and transportation choices for all residents.
Work Details
Proposers are required to submit proposals for one or more EVSE Projects at designated Candidate Sites located within specific Designated Zones identified by KYTC. The scope of work includes:
1. Site acquisition and preparation.
2. Design and construction of EVSE Stations.
3. Installation of hardware and software necessary for operation.
4. Operation and maintenance (O&M) services for the installed stations.
5. Compliance with NEVI requirements, including a minimum connected electrical load of 600 kilowatts.
6. Coordination with local utilities for necessary interconnections and potential upgrades to utility distribution systems.
7. Submission of various deliverables prior to execution of the Project Agreement, including proof of insurance, environmental clearance, and compliance certifications.
Period of Performance
The contract period will commence upon execution of the Project Agreement and will last for five years following final completion of the project.
Place of Performance
The work will be performed at various designated Candidate Sites across the Commonwealth of Kentucky, specifically at locations identified within designated zones along federally designated Alternative Fuel Corridors.
