Drug Testing Services for Specialty Court Programs

Background
The Kentucky Court of Justice (KCOJ) is seeking drug testing services for Specialty Court programs. The AOC Department of Specialty Courts oversees treatment court programs throughout the Commonwealth, including drug courts, mental health courts, and veteran’s treatment courts. The services provided by these programs include oversight by a judge, case management, treatment, and drug testing. The AOC issues this Solicitation with the intent of contracting with one or multiple vendor(s) to provide a drug testing solution for Specialty Court program participants.

Work Details
The selected offeror is responsible for implementing a state-wide drug test collection and testing program on or before January 31, 2025 and thereafter providing notification system and randomized testing schedule, specimen collections, testing requirements including laboratory certification, testing frequency, results reporting, specimen collection and shipping supplies, chain of custody, immunoassay screen testing, confirmation testing, rapid testing, database and data exchange including participant information and test event information transmission to the Specialty Courts program handling the case or designee. The selected offeror must also provide a physical collection log sheet as a record of all scheduled specimen collections and access to a Medical Review Officer (MRO) to assist with results interpretation.

Place of Performance
The services are required to be provided statewide across all 120 counties in the Commonwealth of Kentucky.
