CM/GC - KY State Fair Board Property Upgrade PH1, Louisville

Background
The Commonwealth of Kentucky, through the Division of Engineering and Contract Administration (DECA), is seeking a qualified Construction Manager/General Contractor (CM/GC) to provide management and construction services for the KSFB - State Fair Board Property Improvements - Phase I project in Louisville, Jefferson County.

The project aims to enhance the facilities while ensuring minimal disruption to ongoing operations and events at the Kentucky Exposition Center. The total approved budget for Phase I is $180 million, with additional funding anticipated for future phases.

Work Details
The CM/GC will be responsible for both Pre-Construction Services and Construction Services, which include:

1. **Pre-Construction Services**:
- Cost estimating and analysis
- Sequencing, scheduling, and phasing of work
- Coordination with design teams and agency groups
- Constructability reviews
- Development of bid packages
- Bidding process management
- Review of subcontractor qualifications

2. **Construction Services**:
- Management of trades during construction
- Site logistics and scheduling
- BIM coordination for trade work installation
- Request for information management
- Construction cost tracking and utility coordination
- Quality assurance and maintenance of as-built documents
- Owner training on operation and maintenance manuals.

The project will utilize multiple bid packages that may include site grading, structural steel, mechanical systems, electrical installations, and more. The CM/GC is expected to manage these packages effectively to meet the project's timeline.

Period of Performance
The project schedule includes several phases: Schematic Phase from September 1, 2024, to November 30, 2024; Design Development from December 1, 2024, to March 31, 2025; Construction Documents from April 1, 2025, to June 30, 2025; with Substantial Completion targeted for June 30, 2026, and Final Completion by September 30, 2026.

Place of Performance
The contract will be performed at the Kentucky Exposition Center in Louisville, Jefferson County, Kentucky.
