Description

Louisville Metro Government, referred to hereafter as Metro, is seeking proposals for pilot-ready, innovative technology solutions that apply emerging technologies to address real-world challenges.
Background
Louisville Metro Government, referred to as Metro, is seeking proposals for pilot-ready, innovative technology solutions that apply emerging technologies to address real-world challenges. This initiative aims to support short-term, measurable pilot projects that can be implemented within 3 to 9 months. Metro will fund pilots directly (up to $60,000 per project), with a preference for cost-sharing or vendor-funded models. Multiple pilot awards may be made, but only one award per solution type per problem statement will be granted. The RFP is issued under KRS 45A.370 (competitive negotiation). Successful pilots may lead to future implementation opportunities through separate procurements.

Work Details
Respondents may propose pilot projects utilizing Artificial Intelligence (AI), Machine Learning (ML), Robotic Process Automation (RPA), Computer Vision, Natural Language Processing (NLP), Generative AI (GAI), or other emerging technologies addressing the following problem statements:

1. **Video Analysis**:
- Infrastructure Assessments using video or sensor data to identify issues like blight and potholes.
- Preemptive and Post Emergency Detection for identifying dangers before incidents occur.
- In-Vehicle Audio/Video Monitoring for city fleet vehicles to enhance situational awareness.

2. **Information Access for Constituents**:
- Improved accessibility to civic information and enhanced 311 access for citizen service requests.

3. **Urban Planning Review Automation**:
- Building Plan Review Automation and Permitting/Zoning Automation using AI/RPA.

4. **Information Assistance**:
- Internal HR Automation and Multilevel Data Integration for better operational efficiency.

5. **Non-grouped Problem Statements**:
- AI-Assisted Redaction for Open Records and AI Assistant Tools for employee productivity.

Period of Performance
The contract will be performed over a period of 3 to 9 months, with pilots designed and tested no later than March 31, 2026.

Place of Performance
The geographic location(s) where the contract will be performed are assumed to be within Louisville Metro.

Bidder Requirements
Bidders must qualify for minimum wage preference and local vendor preference. Proposals should include experience and qualifications of the team, alignment with problem statements, past performance case studies if available, and adherence to ethical AI practices.
