074/Wkvc/Medical Laboratory Services

Background
The Commonwealth of Kentucky, through the Joseph Eddie Ballard Western Kentucky Veterans Center (WKVC), is seeking proposals for a Personal Service Contract to provide medical laboratory services for the residents of its 156-bed long-term care skilled nursing center located at 926 Veterans Drive, Hanson, KY 42413. The contract resulting from this solicitation must comply with all applicable provisions of KRS 45A and KRS 12.210 before becoming effective. Any contract award from this RFP is invalid until properly approved and executed by the Finance and Administration Cabinet and filed with the Legislative Research Commission, Government Contract Review Committee.

Work Details
The contractor is required to provide medical laboratory services including collection of samples, pick-up of specimens, test results submission to facility, and other related services. The services must comply with all federal and state laws and regulations governing laboratory services. Additionally, the contractor must make all laboratory services available to all residents without regard to race, color, creed, national origin, age, sex, religion, or handicap.
The contractor is also responsible for providing orientation in-services directly related to the use of laboratory services such as completing the requisitions and proper collection and handling of specimens. The contractor must adhere to all WKVC policies and review and cover HIPAA/Confidentiality, Resident Abuse Reporting, Resident Rights, and Infection Control with staff that will be onsite at least once annually and if any changes are made policies or procedures.

Period of Performance
The initial term of the contract is anticipated to be from 7/1/2024 through 6/30/2026. The Commonwealth reserves the right to renew this contract for up to two additional two-year periods.

Place of Performance
The medical laboratory services are required to be performed at the Joseph Eddie Ballard Western Kentucky Veterans Center located at 926 Veterans Drive, Hanson, KY 42413.
