Background
The Kansas Bureau of Investigation is seeking competitive proposals from qualified vendors for the purpose of Website Design. The agency's mission is to provide investigative and forensic services to support law enforcement agencies across Kansas. This contract aims to enhance the agency's online presence and improve user experience on their website.

Work Details
The selected vendor will be responsible for designing, developing, and implementing a new website for the Kansas Bureau of Investigation. The project includes:
- Conducting a needs assessment to gather requirements from stakeholders.
- Creating a user-friendly interface that meets accessibility standards (WCAG 2.1 Level AA).
- Developing responsive design for mobile and desktop platforms.
- Integrating necessary functionalities such as search features, forms, and content management systems.
- Providing training for agency staff on website management and updates.
- Offering ongoing maintenance and support after launch.

Period of Performance
The contract will commence upon final signature and will last for three (3) years, with an option to renew for two (2) additional 12-month periods.

Place of Performance
The work will be performed primarily at the contractor's location, with potential meetings at the Kansas Bureau of Investigation offices in Topeka, Kansas.

Bidder Requirements
Bidders must comply with the following requirements:
- Must have at least five (5) years of experience in web design and development.
- Must provide a Tax Clearance Certificate as part of the proposal submission.
- Must certify compliance with immigration laws as per the Immigration Reform and Control Act of 1986.
- Must not engage in any boycott against Israel as per HB 2482 from the 2018 Legislative Session.
