Description

The City of Topeka is seeking bids from qualified vendors for the removal of underground storage tanks (USTs), including fuel pumps, gas tank, diesel tank, associated piping, pumps, and related materials. The contractor shall perform all necessary work to safely and efficiently remove the UST system and restore the site to a safe condition in compliance with all applicable federal, state, and local regulations.
Background
The City of Topeka is seeking bids from qualified vendors for the removal of underground storage tanks (USTs) located on property owned by the City. The goal of this contract is to safely and efficiently remove the UST system, including associated components, and restore the site in compliance with all applicable federal, state, and local regulations.

Work Details
The contractor shall provide all labor, materials, equipment, and supervision required to complete the work as specified. The scope of work includes:

1. **Site Preparation:** Conduct site assessments to identify underground utilities, implement traffic control measures, erect safety barriers, and coordinate with Kansas Department of Health and Environment personnel.

2. **Tank and System Removal:** Clean and purge tanks before removal; dispose of any remaining product according to hazardous waste regulations; remove pavement as needed; disconnect electrical power; excavate to expose tanks; remove two existing USTs (1 x 6,000 Gallon Diesel Tank and 1 x 10,000 Gallon Unleaded Tank); disconnect pumps and piping; remove ancillary materials.

3. **Soil and Groundwater Testing:** Conduct testing for contamination; notify authorities if contamination is detected; provide a Certificate of Destruction for each removed tank.

4. **Backfilling and Site Restoration:** Restore excavation to grade using suitable borrow material; conduct compaction tests as required.

5. **Quality Assurance:** Conduct final inspections with project manager and regulatory authorities; warranty workmanship for one year.

Period of Performance
The work must be completed within 60 calendar days from the date the Start Work Order is issued.

Place of Performance
The contract will be performed at designated locations within the City of Topeka.

Bidder Requirements
Bidders must provide a copy of their State of Kansas Tank Removal Certification with their bid. They are also required to obtain all necessary permits before commencing work.
