Background
The University of Kansas (KU) is seeking proposals for Third-Party Global Payroll Services to support its globally based employees. The contract aims to enhance KU's payroll processing capabilities, ensuring compliance with international labor laws and tax regulations. The awarded supplier will work closely with KU's Office of Audit, Risk & Compliance, Human Resources department, and Payroll Office.
Work Details
The supplier will provide the following services:
1. Employer of Record (EOR) services for employees working abroad;
2. International payroll processing including monthly/biweekly payroll;
3. Tax and compliance support in various jurisdictions;
4. Management of employee benefits such as pensions and healthcare;
5. Regulatory compliance including local tax filings and remittances;
6. Data security measures compliant with international standards;
7. Customer service support available 24/7 in multiple languages;
8. Scalability to adjust services based on workforce changes.
Period of Performance
The initial contract term is three years, with the possibility of two annual renewals at KU's discretion.
Place of Performance
Services will be performed remotely and in-country, utilizing the supplier's global infrastructure.

Bidders must demonstrate proven experience in providing compliant payroll services internationally, particularly for higher education institutions. They must have expertise in international employment law and taxation, capacity for multi-language support, SOC 1/SOC 2 certification or equivalent security audit, and a detailed pricing structure that outlines all costs.
