Telecommunications Relay Service - KCC

Background
The Kansas Corporate Commission is seeking proposals for a Telecommunications Relay Service to facilitate communication for individuals with hearing or speech disabilities. The goal of this contract is to ensure that these individuals have equal access to telecommunications services, thereby supporting the mission of the Kansas Corporate Commission in promoting fair and equitable access to communication services.

Work Details
The contractor will provide a Telecommunications Relay Service that includes:

1. Voice-to-Text Relay Services;
2. Text-to-Voice Relay Services;
3. Video Relay Services;
4. Customer support services for users of the relay service;
5. Compliance with all applicable federal and state regulations regarding relay services;
6. Regular reporting on service usage and performance metrics;
7. Training and resources for users to effectively utilize the relay service.

Period of Performance
The contract will commence on July 1, 2026, or upon final signature, whichever is later, and will last for two years, with an option to renew for one additional twenty-four-month period.

Place of Performance
The services will be performed primarily in Kansas, with the potential for remote service delivery as required by users.

Bidder Requirements
Bidders must comply with the following requirements:

1. Must be a certified provider of telecommunications relay services;
2. Must have at least five years of experience in providing similar services;
3. Must provide a Tax Clearance Certificate from the State of Kansas;
4. Must certify compliance with the Immigration Reform and Control Act of 1986;
5. Must not be engaged in a boycott of goods or services from Israel as per HB 2482.
