Strategic Planning Consulting Services

Background
The City of Lawrence, through its Budget, Strategy, & Performance Office, seeks to partner with a Strategic Planning Consulting Service Provider to lead a comprehensive strategic planning process. This initiative aims to guide the City’s operations and decision-making from January 1, 2027, through December 31, 2029. The City is committed to fostering economic growth and inclusivity among small, racial minority-, veteran-, and women-owned businesses.

Work Details
The selected consultant will conduct a data-driven, community-engaged planning process resulting in the creation of Lawrence’s Strategic Plan. Key services include:
- Conducting stakeholder sessions and facilitating the development of the Strategic Plan.
- Reviewing and discussing the City’s current mission, vision, organizational values, outcomes, and commitments.
- Refreshing/defining measurable goals, objectives, and performance measures.
- Developing strategies, action plans, and tactics to achieve these goals.
- Providing feedback mechanisms and a systematic approach for future reviews and adjustments to the Strategic Plan.
- Submitting recommendations for implementation measures and assisting with presenting the draft Strategic Plan to the City Commission.

Period of Performance
The contract will be performed from January 1, 2027, through December 31, 2029.

Place of Performance
City of Lawrence, Kansas.

Bidder Requirements
Bidders must demonstrate qualifications in strategic planning consulting services. They should provide references from at least five previous clients (preferably city clients) within the last four years. Additionally, bidders must certify that they are not currently suspended or debarred from bidding by any federal or state agency.
