KDEM Disaster Contingency Staffing

Background
The Kansas Department of Emergency Management (KDEM), under the Office of the Adjutant General, is responsible for managing FEMA funding and ensuring compliance with federal laws and regulations following federally declared disasters.

This RFP aims to secure contractors who can provide qualified personnel to assist with regulatory compliance and expedite recovery operations from disasters.

Work Details
Contractors will provide technical assistance in the following areas:
1. Assist in planning, training, and support for disaster response and recovery activities.
2. Prepare and review project worksheets for the Public Assistance (PA) Program.
3. Analyze data to identify problems and recommend solutions.
4. Review technical components of project worksheets, including engineering, environmental assessments, and construction compliance.
5. Provide guidance on debris management aspects.
6. Assist with closeout functions for federal grants and review Hazard Mitigation Grant Program (HMGP) applications for compliance.
7. Provide oversight on documentation supporting fund expenditures and assist with federal grant appeals as needed.

Period of Performance
The contract period will commence upon award and extend through January 31, 2030.

Place of Performance
The services will be performed in Kansas, specifically as needed by KDEM across various locations affected by federally declared disasters.
