Background
The City of Topeka is seeking proposals from qualified janitorial service providers to deliver quality janitorial services across various municipal buildings. The goal is to ensure cleanliness and maintenance of city facilities, which include City Hall, Municipal Court, and several other locations as specified in the solicitation.

Work Details
The contractor will provide comprehensive janitorial services including but not limited to: vacuuming carpets, sweeping and mopping floors, cleaning restrooms (including toilets and urinals), emptying trash receptacles, dusting furniture and fixtures, cleaning windows and glass surfaces, maintaining cleanliness in break rooms and kitchens, and performing annual services such as floor refinishing and carpet cleaning.

Specific tasks include: carpet vacuuming with commercial vacuums; damp mopping with appropriate agents; surface cleaning using germicidal solutions; restroom sanitization; and managing waste disposal including recycling. The contractor must also provide all necessary cleaning supplies compliant with OSHA guidelines.

Period of Performance
The contract will commence on a mutually agreed date for an initial period of one year, with options to renew for up to four additional one-year periods.

Place of Performance
Services will be performed at various locations throughout Topeka, Kansas including City Hall, Municipal Court, Law Enforcement Center, multiple fleet garages, wastewater treatment plants, and the Water Production Plant.

Bidder Requirements
Bidders must demonstrate experience in providing similar janitorial services. All personnel must pass criminal background checks as required by the City. The use of subcontractors is prohibited without written consent from the City. Proposals must include a detailed staffing plan and proof of compliance with OSHA/MSDS standards.
