Improvements To Independence Municipal Airport

Background
The City of Independence is issuing an Invitation for Bids for improvements to the Independence Municipal Airport (IDP) as part of FAA IIJA/AIP Project No. 3-20-0036-030/031-2026. The goal of this contract is to rehabilitate critical airport infrastructure, specifically Runway 4-22 and the Midfield Connecting Taxiway C, to ensure safety and operational efficiency.

Work Details
The work involved includes:

BASE BID:
1. Rehabilitate Runway 4-22, which includes tasks such as temporary marking, lighting, and barricades; contractor quality control program; temporary erosion control; mobilization; cleaning and sealing existing joints and cracks of various sizes; cold milling; asphalt overlay; emulsified asphalt tack coat; surface preparation for pavement marking removal; and various types of pavement markings (temporary and permanent).

ADD ALTERNATE:
2. Rehabilitate Midfield Connecting Taxiway C, which includes similar tasks as the base bid but with specific quantities for cleaning and sealing joints, emulsified asphalt seal coat surface treatment, and pavement markings.

Period of Performance
The contract performance time is established at forty-four (44) calendar days from the date of the Notice to Proceed. Specific phases include completion of Phase 1 in thirty-five (35) days or less, Phase 2 in seven (7) days or less, and Phases 3 and 4 in one (1) day each.

Place of Performance
The work will be performed at Independence Municipal Airport located in Independence, Kansas.

Bidder Requirements
Bidders must submit a PDF copy of a Bid Bond executed by a Surety Company for no less than five percent (5%) of the total bid amount. The project is subject to various federal regulations including Buy American Preference, Civil Rights Title VI Assurance, Davis-Bacon Act compliance, Disadvantaged Business Enterprise participation, and adherence to federal minimum wage standards.
