Background
The City of Topeka is seeking proposals for professional engineering services for Project No. 601174.00, which involves the realignment of the NW Menninger Rd and Topeka Blvd intersection.
The existing staggered intersection creates conflicts for left-turning traffic, leading to long queues.
The goal of this project is to create a symmetrical alignment to improve traffic flow and safety.

Work Details
The contractor will provide a comprehensive engineered plan for the intersection, including:
A. Meetings with City staff at critical stages of the project.
B. Field and topographic surveys as needed.
C. Coordination with the City Utilities Department to assess existing utility conditions.
D. Investigation of subgrade and pavement types, thicknesses, and conditions.
E. Recommendations for changes to subgrade type & thickness, pavement type & thickness, and pavement geometries.
F. Conducting up to two public information/stakeholder meetings.
G. Assisting City staff with public relations and inquiries from residents and business owners.
Additional optional services may include survey and design, construction inspection, and administration.

Period of Performance
Final plans and documents are due by January 29, 2027.
Right-of-way acquisition and utility relocations are scheduled for 2026/2027, with construction anticipated to begin and be completed in 2027.

Place of Performance
The work will be performed at the NW Menninger Rd & Topeka Blvd intersection in Topeka, Kansas.

Bidder Requirements
Bidders must demonstrate qualifications including experience in similar projects, provide resumes of personnel assigned to the project, and submit a timeline for implementation.
The contractor must maintain insurance coverage including Commercial General Liability ($1 million per occurrence), Automobile Liability ($500,000), and Professional Liability (Errors & Omissions) coverage ($1 million per claim).
