Ballot Measure Consulting Services - RFP

Background
The City of San Mateo, incorporated in 1894, is the largest municipality in San Mateo County, California, with a population of approximately 103,350. The City is evaluating the feasibility of a November 2026 ballot measure and requires consulting services to support this initiative. The aim is to develop a revenue measure that aligns with community priorities and to educate and inform the community throughout the process.

Work Details
The selected firm will provide ballot measure consulting services including:

1. Feasibility Assessment/Messaging: Conduct a deep-dive review of community opinion surveys and past ballot measures; develop educational approaches based on polling data; assist with informational messaging needs; collaborate with a polling consultant for follow-up polls; analyze past election results; research competing ballot measures; make recommendations on ballot measure types and features; review/edit City communications.

2. Ballot Measure Development: Work with legal counsel to develop the ballot question; ensure all steps are taken for placing the measure on the ballot; refine full text of the ballot measure and related materials; present recommendations to the City Council.

3. Public Information: Develop messaging and fact sheets for community distribution; provide talking points and training for staff; create content for the City's website and social media; prepare presentations for public meetings; design mailings and advertising to inform residents.

Period of Performance
The contract period will commence upon execution and continue through July 2026, aligning with the timeline for the potential November 2026 ballot measure.

Place of Performance
The services will be performed in San Mateo, California.

Bidder Requirements
Proposers must demonstrate relevant experience in providing similar consulting services, including a history of successful projects. Proposals should include qualifications of key personnel, project approach, project schedule, fee schedule, references from prior projects, and compliance with insurance requirements.
