Background
The Johnson County (KS) Airport Commission is seeking proposals from qualified firms to prepare an Airport Master Plan update with AGIS Aeronautical Survey for the New Century Airport (IXD) and Executive Airport (OJC). The current master plans were developed in 2006. The update aims to guide sustainable development and operation of airport infrastructure over a short term (5 years) and long term (20 years). The project will be funded through FAA Airport Improvement Program (AIP) grants, Infrastructure Investment and Jobs Act (IIJA) grants, and local funding sources.
Work Details
The scope of services includes:
- Developing a comprehensive stakeholder engagement plan, including a Planning Advisory Committee (PAC) and Public Information Workshops.
- Inventorying existing facilities and updating base mapping.
- Documenting historical aviation activity and preparing 20-year forecasts on aircraft operations, based aircraft, and potential passenger activity.
- Determining existing and ultimate critical aircraft for airport design.
- Assessing the economic benefit of the airport to the region.
- Identifying facility requirements needed to accommodate projected demand over various planning horizons.
- Developing airport development alternatives for different growth scenarios.
- Preparing a 20-year Capital Improvement Plan with funding strategies.
- Conducting environmental considerations including noise analysis for Johnson County Executive Airport.
- Conducting AGIS aeronautical/obstruction surveys.
- Creating updated Airport Layout Plan drawings for both airports.
Period of Performance
The contract will commence upon execution and remain effective until all deliverables are met. Key milestones include proposal submission by November 6, 2025, interviews scheduled for December 10-11, 2025, and JCAC approval anticipated by January 28, 2026.
