Aerial Imagery Project

Background
Johnson County, a local government in the Kansas City metropolitan area, is seeking proposals for an Aerial Imagery Project. The County serves over 600,000 residents through various agencies and departments, providing essential services including public health, safety, and infrastructure management.

The goal of this contract is to obtain high-quality aerial imagery to support mapping, engineering, and analytical applications.

Work Details
The contractor will provide high-quality color Orthophotography (Ortho) and Oblique imagery covering approximately 496 square miles within Johnson County and adjacent areas. Key requirements include:
- Annual flights with a capture window from late February to the end of March.
- Imagery must be captured under specific conditions (sun angle not less than 35 degrees, no objectionable shadows, leaf-off conditions).
- True Ortho imagery will be required on even-numbered years with a minimum resolution of three (3)-inch Ground Sample Distance (GSD), while digital Ortho will be required on odd-numbered years.
- Proposals must include specifications for both types of imagery.
- Oblique imagery must be captured from four distinct directions with a minimum resolution of three (3) inches.
- All imagery products must meet or exceed the 2024 ASPRS Positional Accuracy Standards for Digital Geospatial Data.
- Deliverables include tiled .TIF files on an external hard drive and a final metadata report documenting acquisition parameters.

Period of Performance
The contract will commence upon award and is expected to last for approximately twelve (12) months, with options to renew for four additional twelve-month periods if mutually agreed upon by both parties.

Place of Performance
The work will be performed within Johnson County, Kansas, covering a total area of approximately 496 square miles including adjacent areas.

Bidder Requirements
Bidders must comply with all local government tax laws and obtain a Tax Clearance Certification if the contract exceeds $150,000. Additionally, bidders should demonstrate compliance with the Americans with Disabilities Act (ADA) and provide proof of insurance as specified in the solicitation.
