6th & Kasold Water Tower Maintenance and Coatings - Engineering Services

Background
The City of Lawrence, Kansas is seeking proposals from qualified firms to provide engineering services for the 6th & Kasold Water Tower Maintenance and Coatings project. The mission of the City is to create a community where all enjoy life and feel at home. The goal of this contract is to evaluate the existing conditions of the water tank, design rehabilitation construction documents, and provide construction phase services.

Work Details
The selected team will provide Engineering Design Services for the following phases:

1. Evaluation Phase:
- Review existing information including plans, operational data, and previous inspection reports.
- Perform an on-site assessment/inspection of the facility including structural, coatings, safety, mechanical, and electrical systems.
- Review the City’s existing agreements with third-party radio frequency operators and provide coordination recommendations.

2. Preliminary and Final Design Phases:
- Prepare construction plans for the rehabilitation of the tank inclusive of structural, coatings, safety, mechanical, and electrical systems.
- Review existing site utilities including overflow piping and potential connections to the sanitary sewer system; prepare plan and profile drawings as needed.
- Prepare Specifications and Special Provisions for construction bid package.
- Prepare and submit Permitting documents to the Kansas Department of Health and Environment (KDHE) for review and approval.
- Prepare cost estimates with each design submittal (anticipating 3). Develop add alternates as needed to meet project budget.

3. Bidding Phase:
- Answer Contractor questions and host a pre-bid meeting.
- Create Addenda as necessary and coordinate issuance with City Purchasing.
- Provide Engineer’s Estimate for Bid Opening.
- Review Bids and prepare Recommendation Letter of Award.

4. Construction Phase:
- Engineer available for periodic field visits to resolve design issues with the contractor and adjust designs for constructability/site issues.
- Provide or coordinate on-site Resident Project Representative with NACE/AMPP and American Welding Society (AWS) certifications.

Period of Performance
The contract will be performed until completion of the project.

Place of Performance
The work will be performed at 6th & Kasold Water Tower located at 3708 W 6th St / Lawrence, KS 66049.

Bidder Requirements
Bidders must be in good standing with no debts or obligations to the City of Lawrence or any other government entities. They must not be suspended or debarred from bidding by any federal, state or local agency.
