Background
The City of Lawrence is dedicated to fostering the continued development and economic growth of small, racial minority-, veteran-, and women-owned businesses in an equitable and inclusive way. The City aims to create a community where all enjoy life and feel at home. The contract for Benefit Brokerage Services is intended to support the City's mission by providing comprehensive benefits management for its employees.
Work Details
The contractor will provide Benefit Brokerage Services which include:
1) Strategic Planning and Objective Setting: Design benefit plans, conduct quarterly reviews, long-term healthcare planning, and develop annual calendars.
2) Marketing, Negotiation, Consulting, and Implementation: Assist with RFP development for various insurance products including medical, dental, vision, life, disability, FSA, HSA, COBRA administration, telehealth services, and wellness programs.
3) Account Management Services: Manage relationships with insurance providers ensuring services meet employee needs.
4) Human Resource Education Service: Provide HR education tools covering compliance topics like ACA and FMLA.
5) Compliance and Legislation Education: Guidance on healthcare regulations and wellness program compliance.
6) Employee Communication and Education: Develop educational materials for employees regarding benefits.
7) Health and Wellness Consultation: Design wellness programs that promote employee well-being.
8) Medical Plan Design Management: Evaluate plan options and monitor claims.
9) Financial Analytics: Provide analytics on costs and trends related to benefits management.
Period of Performance
The contract will be effective for one year from the date of award.
Place of Performance
Services will be performed primarily in Lawrence, Kansas.
Bidder Requirements
Bidders must not be in arrears or default to the City of Lawrence or any government entity. They must not be suspended or debarred from bidding by any federal or state agency. Bidders are encouraged to have experience providing brokerage services to self-funded groups.
