Background
The Indiana Department of Education (IDOE) is seeking an external partner to develop school leaders capable of applying for the Next Generation School Improvement Grant (NextGen SIG). Work Details
The contractor will be responsible for:

2. A finalized Leadership Incubator Proposal by October 30, 2026, including program overview, curriculum scope & sequence, coaching model, required participant artifacts, monitoring indicators, and adaptations for Indiana's context.
3. Development of selection criteria and scoring rubrics by November 20, 2026.
4. Monthly coaching logs and virtual touchpoints from November 30, 2026 to May 28, 2027.
5. Support in completing one high-quality SIG application per participant by May 28, 2027.
6. A Final Project Report summarizing outcomes and recommendations by June 30, 2027.
Period of Performance
The contract is anticipated to run from September 1, 2026 through June 30, 2027.
Place of Performance
The work will primarily take place in Indiana as specified by the Indiana Department of Education.

Bidders must be registered as a vendor with the Indiana Department of Administration (IDOA) Procurement Division prior to contract award. They must also comply with all applicable laws and regulations including those related to minority and women-owned business enterprises (MWBE). Additionally, contractors must demonstrate expertise in leadership development programs with at least three to five years of relevant experience.
