Request for Information (RFI) for Permitting Solution Improvement

Background
The Indiana Department of Transportation (INDOT) is seeking to improve its permitting processes through the procurement of an Electronic Permitting Solution (EPS). The goal is to enhance the capabilities for the creation, intake, processing, approval, issuance, activity tracking, and Right-of-Way (RoW) access management of various permit types.

This RFI serves as a preliminary step in the procurement process to gather information that will assist INDOT in preparing a detailed scope of work and specifications for future proposals.

Work Details
The EPS must provide comprehensive end-to-end capabilities for all INDOT permit types including Driveway Permits, Outdoor Advertising Sign Permits, RoW Occupancy Permits, Broadband Access Permits, Railroad Permits, Miscellaneous Permits, and Tall Structure Permits.

The solution should support standardized statewide permitting workflows while allowing for district-specific variations. It must facilitate communication between applicants and INDOT reviewers through configurable workflows and automated notifications.

Key requirements include:
1. Creation of new permit types and workflow design.
2. User account management and security.
3. System administration capabilities.
4. Integration with existing systems such as Salesforce and other State applications.
5. Geospatial information handling and visualization within the permitting workflow.
6. Automation capabilities for notifications, document analysis, scheduling conflicts, and application validation.

Period of Performance
Responses to this RFI are due by January 30, 2026.

Place of Performance
The contract will be performed within the State of Indiana.

Bidder Requirements
Respondents must demonstrate experience with Electronic Permitting Solutions that meet the outlined requirements. There are no specific set-aside certifications or local requirements mentioned in this RFI.
