Background
The Indiana Department of Administration, on behalf of the Family and Social Services Administration's Division of Disability, Aging, and Rehabilitative Services (DDARS), is seeking a qualified respondent to provide an Early Intervention Professional Development System. This initiative aims to enhance the capacity of personnel supporting eligible infants, toddlers, and their families enrolled in the First Steps program through coordinated training efforts and technical assistance.

Work Details
The scope of work includes the development and implementation of a Professional Development System that encompasses four main components:

1. Professional Development
2. Technical Assistance
3. Support for the Governor’s Interagency Coordinating Council
4. General Contract Requirements

The system should facilitate statewide coordination of training opportunities related to early intervention services. Respondents are expected to incorporate research-based best practices into their training programs and provide access to national experts and resources. Specific deliverables include training sessions, technical assistance activities, and ongoing support for service providers involved in early intervention.

Period of Performance
The contract will be effective for four (4) years from the date of execution, with two (2) optional one-year renewals available at the State's discretion.

Place of Performance
The services will be performed within the State of Indiana, specifically targeting personnel involved in the First Steps program across various locations.

Bidder Requirements
Respondents must be registered with the Indiana Department of Administration and comply with M/WBE participation goals of 8% for Minority Business Enterprises and 11% for Women Business Enterprises. Additionally, there is a goal of 3% participation for Indiana Veteran Owned Small Businesses. Respondents must also adhere to all applicable state laws and regulations.
