Background
The State of Indiana, through the Indiana Department of Health (IDOH), is seeking bids for a vendor to collaborate with the Indiana NBS IT team. The goal of this contract is to provide technical support and coordination for the NEDSS Based System (NBS) product, which is crucial for public health reporting and management.
Work Details
The selected vendor will provide technical support and coordination for the Indiana NBS product, including but not limited to:
- Electronic Lab Reporting (ELR): Create new Rhapsody routes and make changes to existing routes to meet ELR needs; develop database scripts to address issues.
- Electronic Case Reporting (eCR): Develop Rhapsody routes, create database scripts, assist with testing and documentation, generate lookup tables for automatic updates, and provide support for FHIR format implementation.
- NBS Cloud Effort: Collaborate with NBS IT and Indiana Office of Technology teams to develop a plan for moving NBS to the cloud based on CDC guidance.
- Data Management: Improve Patient Merge/De-merge functionality, conduct ELR/ECR cleanup, develop scripts for defect resolution, and work on Workflow Decision Support logic for automation.
- Page Builder: Support page creation and deployment in alignment with CDC Message Mapping Guide specifications.
- NBS Administration: Handle upgrades, ETL performance improvements, custom data marts/reports implementation, and develop an archiving solution.
Period of Performance
The contract period will commence on December 18, 2025, at 10:46 AM EST and conclude on January 19, 2026, at 4:00 PM EST.
Place of Performance
The work will be performed at the Indiana Department of Health located at 2 N Meridian St., Indianapolis, IN 46204.
Bidder Requirements
Bidders must comply with all applicable federal, state, and local laws. They are required to submit a completed MWBE Subcontractor Commitment Form if they intend to use Minority Business Enterprises (MBE) or Women Business Enterprises (WBE). Additionally, bidders must ensure that they are registered with the Secretary of State if required by law.
