2026 Oracle Upgrade Consulting Services

Background
The Indianapolis Airport Authority (IAA) is seeking proposals for consulting services to upgrade its Oracle E-Business Suite (EBS) and migrate it to Oracle Cloud Infrastructure (OCI). This initiative aims to enhance the operational efficiency of the IAA's financial and administrative processes by leveraging the latest technology solutions. The contract provides qualified vendors an opportunity to demonstrate their expertise in Oracle systems and cloud migration.

Work Details
The primary services required under this contract include:
1) Upgrading the current Oracle E-Business Suite environment from version 12.2.3 to the latest supported version, currently 12.2.14;
2) Migrating the Oracle E-Business Suite environment from on-premises hosting at IAA to Oracle Cloud Infrastructure (OCI).

Additionally, respondents may propose secondary optional services such as:
1) Platform as a Service (PaaS) management of the Oracle technology stack;
2) Application Maintenance Services (AMS) for technical administration of the Oracle EBS application;
3) Functional Services providing business process support for Oracle EBS.

Period of Performance
The contract is expected to commence upon execution and will continue for a period of one year, with options for renewal up to a maximum cumulative term of four years.

Place of Performance
Services will be performed at the Indianapolis International Airport and may also involve remote work as necessary.

Bidder Requirements
Respondents must provide proof of insurance coverage meeting specific requirements, including Workers' Compensation Insurance, Bodily Injury and Property Damage Insurance with minimum limits of $5 million per occurrence for work outside the Airport Operations Area and $10 million for work inside. Additionally, respondents must comply with all applicable federal, state, and local laws, including non-discrimination policies related to Minority, Women, and Veteran-Owned Business Enterprises.
