The Department of Commerce and Economic Opportunity Office of Employment and Training is seeking to continue the services of a Certified Public Accounting firm to provide technical assistance, monitoring and compliance, and other services to the Department and its Workforce Innovation and Opportunity Act (WIOA) statewide grantees.
Background
The Department of Commerce and Economic Opportunity Office of Employment and Training is seeking to continue the services of a Certified Public Accounting firm to provide technical assistance, monitoring and compliance, and other services to the Department and its Workforce Innovation and Opportunity Act (WIOA) statewide grantees. The agency partners administering WIOA include the Illinois Community College Board, the Illinois Department of Human Services, and the Illinois Department of Employment Security. The goal is to support local governments and non-profit organizations that are WIOA grantees.

Work Details
The selected vendor will provide a range of services including:

- Developing controls and procedures to safeguard WIOA grant funds;
- Providing programmatic and fiscal management support;
- Conducting research projects;
- Assisting in policy development;
- Delivering technical assistance to agency partners and grantees;
- Ensuring compliance with federal and state regulations;
- Conducting audits for government bodies;
- Analyzing internal controls;
- Providing training on WIOA governance, financial management, and program administration;
- Assisting with budgeting for local workforce plans;
- Monitoring subrecipients;
- Addressing issues related to local workforce area mergers.

Period of Performance
The contract has an initial term of 5 years starting from July 1, 2025, until June 30, 2030. The total term including any renewals or extensions shall not exceed ten (10) years.

Place of Performance
Services will primarily be performed in Springfield, Illinois, with some work potentially occurring in Chicago, Illinois. The majority of work is expected to be virtual or in Springfield.

Bidder Requirements
Offerors must be a Certified Public Accounting firm with at least three years of experience in WIOA-related services. Key staff must include a Project Administrator who is a CPA and a Project Manager with expertise in WIOA regulations. Offerors must demonstrate knowledge of Uniform Administrative Requirements at 2 CFR 200 and compliance with the State of Illinois Grant Accountability and Transparency Act (GATA). Subcontractors are allowed but must be disclosed if expected to receive $100,000 or more.
