WIOA Artificial Intelligence Implementation and Integration of Services

Background
Lake County Workforce Development is issuing this Request for Proposals (RFP) to identify and partner with qualified firms capable of delivering comprehensive Artificial Intelligence (AI) solutions that align with the department’s strategic priorities. The goal is to enhance local workforce capabilities, streamline operations, and responsibly integrate AI technologies into workforce systems and business practices.

The Workforce Innovation & Opportunity Act (WIOA) is a federal program designed to help job seekers access employment, education, training, and supportive services needed to succeed in the labor market.

Work Details
The selected vendor will provide the following services:
- Deployment of AI-driven tools to support workforce and employer services.
- Foundational training modules offered in both onsite and hybrid formats.
- Hands-on workshops for practical application and skills development.
- 100 hours of dedicated consultation to support local businesses in AI adoption.
- Use of industry-relevant case studies.
- Development of AI career pathways.
- Micro-credentialing opportunities.
- Train-the-trainer models.
- Recorded instructional content.

The scope includes conducting a comprehensive impact report on AI's effect on local industries, focusing on high-demand sectors such as Professional Services, Manufacturing, Healthcare, Information Technology, Transportation and Logistics, and Education. The proposal must also include a detailed implementation plan outlining timelines and milestones.

Period of Performance
The contract will be effective for an 18-month period ending on June 1, 2027, with a potential one-year renewal contingent upon performance and funding.

Place of Performance
Services will be performed in Lake County, Illinois.

Bidder Requirements
Proposers must comply with federal and state laws including WIOA regulations. They should demonstrate experience providing AI training or related instruction. Proposers are required to submit a redacted copy of their proposal for compliance with the Illinois Freedom of Information Act (FOIA). Additionally, they must provide evidence of not being debarred or suspended from federal contracts.
